The Green Valley Services Landfill, originally known as the Tarrant City C&D Landfill, had fallen into disrepair due to workforce shortages and poor management, which led to compliance issues. A significant issue was the creation of a dangerous high wall that rendered the landfill inoperable. Bostic Trucking & Excavating (BTE) was brought in by the City of Tarrant to resolve these problems and restore the landfill to functionality.

Scope of Work:

1. Initial Repairs and ADEM Compliance:

   BTE was tasked with addressing the Alabama Department of Environmental Management (ADEM) compliance issues, which included managing leachate concerns, performing extensive maintenance and cleaning of settling ponds and check dams, and resolving various site management issues caused by the previous mismanagement.

2. Ongoing Maintenance and Ownership Transition:

   BTE provided ongoing maintenance and support for the landfill as requested by the City of Tarrant until the landfill was eventually acquired by BTE, forming Green Valley Services LLC. BTE took over the complete operation of the landfill, overseeing daily functions such as:

   • Landfill opening and closure

   • Recycling materials

   • Cell openings and closures

   • Landfill covering and maintenance

   • Road construction and maintenance

3. Successful Operations and Sale:

   Under BTE’s management, the landfill was operated efficiently, bringing it into full compliance and restoring its operational capabilities. BTE continued to manage all aspects of the site until the landfill was sold in late 2022. Even after the sale, BTE provided post-sale services, such as road installation, landfill covering, and general site maintenance to ensure a smooth transition for the new owners.

Challenges and Successes:

The original state of the landfill posed serious operational and environmental challenges, but BTE’s experience in heavy civil and landfill management allowed the team to address these concerns effectively. By combining operational expertise with strategic planning, BTE not only restored the landfill’s functionality but also optimized its processes for long-term success under Green Valley Services.
